Has anyone put in right below the Bull Shoals Dam? We will be camping at Bull Shoals State Park next week and thought we would try paddling the White River if it stays as low as it is today.
What would be the maximum number of generators for safe paddling?

We did a couple years ago, in a 14' raft rather than a canoe. Someone may say otherwise but I'd venture 2 units would be max. Check with the state park dock, they ran our shuttle as well for free. We took out at Wildcat shoals.

People regularly float around Cotter. Rim Shoals resort runs shuttles as well. Nice float from Cotter ramp down to Rim Shoals or Wildcat shoals to Cotter.
