Just looking around for new tools in weather forecasting when I found a
new KML for Total Precipitation in a given time.

This looks good, Links at the bottom of page. It uses Google Earth.
Click on link to download KML. Double click the download to open in GE.

weatherbell.com is mostly a pay subscription site, but it does have some free stuff. You can also try it free for 7 days.
This site will give you access to weather models you wouldn't normally see. And this past winter, it was spot on with predicting the snow we got.
Great site if you continue to subscribe to it afterwards.
