Cutting out logs/trees

What guidelines or restrictions govern the removal of downed trees on the creeks that we float?

Not to re-invent the wheel, but try this for starters:

And last, use bio-degradable chain oil for obvious reasons.

The logs that I am aiming to take out are not imbedded in the creek bed but are instead at what you would call "chest height" when paddling. Does that effect anyone's analysis.
