Yes. If that is "normal" flow, restricting it down will help raise the upper pool level and give you more drop and also increase the speed of the water.
Pinching down the water will give you waves but they usually are not retentive enough for spins and sidesurfing. Just front surfing. A small row of rocks arranged in an arch between your eddy walls will give it a drop structure to form a more playful wave.

Yep that should be the normal flow until at least next spring. It looks like I have a lot more rocks to move...thanks!

just curious are you doing this without a Core permit on the stream?
If so id be carefull of who knows that fine in most cases starts at 10k.
jmo as i do work on channels and streams.
On a side note look into how to create a J hook structure it will take a large trackhoe and some big a** rocks then youd have a nice play area and it would stay.. we have built some but water has been to low to try it out.

I hesitated bringing that up earlier but...messing around with waterways is looked down upon by the C.O.E. or state, depneding on what authority this project is under. I'd suggest not ''advertising'' your efforts anymore and just play dumb if ever caught.

ditto on above posts.
If it is a Corps of Engrn managed river, there is a ton of paper work to be completed before modification of the river bed or banks.

Roman, you should probably do exactly what you did... :)

I'll have to do some research. Thanks for the feedback.

Yes, deleting the thread would eliminate the response, too. Though I like the "Nothing to see here" modified post. I feel honored to have seen this thread, as it disappears. . .
No Tresspassing, no more access, forbidden areas. . . we've all been there. That is, we haven't been there.

Nothing wrong with throwing rocks in the river. We all did it as kids.
You may want to speak with Mike Legoffe. He created this little play spot here in Tejas. Deep enough to get vertical. Here are some pics that might give you some more ideas:
