Not sure of all the details of this incident, my guess is in a flooding situation a person would use what ever flotation device they could find.
A follow up question would be what use was the devices before the flood happened ? LOL

Don't y'all know they were trying to save that "lady" in distress? It just appeared they were riding her down the river. Geez, where are the Good Samaritans around here?
