You don't have to cross Richland until you get up to just below the shoals below the falls. There was only one place to cross when I was there at 70 cfs, with a little boulder hopping (without getting wet!) There is a trail on the river right side that goes all the way up to the falls, and maybe beyond (didn't make it that far). You get to the trail by hiking through the campground and crossing Falling water creek (another tricky spot if you don't want to get wet), and going up the hill...there are pink markers hanging from trees marking the whole trail. After you get across Richland below the falls you can hike back down and take the stream bed or the trail up to the twin falls. Any higher water than 80 cfs or so, I would take sandals (or extra socks

)
It took me about 2.5 - 3 hours to get to the twin falls, but I am a "marathon hiker", but I also stop and take pictures... It could be done in a day...but I would start early if you want to have time to screw around or go for a swim.
I've got to go back down there and put back the body board I found, so if anyone is going I may tag along..let me know...I'm free most weekends and would like to get the board back down there before the season really gets underway.
