Got lucky this time; thanks also to Regud and CapnTom who also reported it.
Sorry it took me a couple of minutes; I put first priority on "banning" the user before similar posts could show up on other threads.
Time logs say:
Registered at 10:43
First post at 11:22
Reported by at least two users, but apparently no moderators were on line at the time.
Deleted at about 11:47
SCOTT: If you're looking, the time has come. I think we're going to have to change the registration process to require some type of "approval" process. We've got 7 more "new users" in the last three days, with zero posts. Some show a www link that is clearly suspicious. We've probably got one or two legitimate new members; and several problem "sleepers".
For the curious, the guideline violated was: "Do not post any abusive, obscene, vulgar, slanderous, hateful, threatening, sexually orientated
or any other material that may give even the casual visitor to this board a
perception of the Arkansas Canoe Club that is contrary to our goals and purposes."
EDIT: The best way to report problems is by clicking on the little exclamation mark icon you see at the bottom right of each post. This throws up a "flag" on the post, that will draw the attention of any Moderator who happens to log into the board, and is the best way to report a post you feel is inappropriate. This feature allows you to say almost anything you want to about the post, with no danger of "violating" any guideline yourself since the "report" is not visible except to Moderators.

The good news is, a post like that requires no review time or time spent re-reading the guidelines. Banning the user requires no second opinion, and you don't have to spend time drafting a warning that explains why the moderators thought it was a violation. You just hit the buttons. And you never have to spend time on the phone, or worry about taking a vote on when to remove the ban and restore the poster's rights. Clear violations take the least time to moderate.
The posts from valued members are ones that are hard. These are the ones that dance on the edge of a "possible" violation; they eat up the moderators time, and require time from multiple moderators reviewing the stuff to insure we are consistent with applying those guidelines.
If folks want to help the Moderators, the #1 thing you can do is simply follow the guidelines, and not try to dance on the edge of posting things that are worded for "borderline" compliance. The ones that eat up our time and cause stress are when valued contributors post good stuff 98% of the time, but for that 2% show they don't agree with and are not willing to consistently follow those guidelines.

Hey guys we started getting this on the Dynamic Earth website and I installed the advanced visual anti bot. Which has seemed to help keep the spammers down. The captcha for phpbb3 has been cracked so it is useless. I am not sure what version of phpbb you are using but you may upgrade to 3.0.4 and then use the anti bot to help slow it down. Anyways here is the link to the post where I got the info from and here is the post about the anti bot and how to install it. If you need some help installing let me know.

Thanks Jay. Scott is the one who handles this part of it, but I know we're going to have to do something different. DeBo "axed" another spammer today while I was on the river; and if there're some new ways to keep the screening automatic, instead of manual, then we won't have to put workload on anyone. Scott will probably be contacting you, unless this is something he already knows about and just hasn't had time to implement yet. Either way, the comments are appreciated!

I missed it. But it must have been a litany on eminent domain issues with regard to the public use on riparian lands.
