It looks like they've finally figured out a way to make kayakers register their boats in Idaho. Apparently, they introduced a bill at the last minute concerning zebra mussels. It has passed in the Idaho House and Senate, so now it goes to the Governor (who has been trying to find a way to tax canoes and kayaks).
