Well Kudos to the Texas Parks and Recreation for standing their ground; this is an issue we are dealing with here in Arkansas - when a flood puts your "stuff" in the river and it becomes "litter", who is responsible for getting it out? Same question for "storm debris", one of our water trails is now littered with sheet metal from a tornado last year. Most of it came from a single known source, an RV dealership that was destroyed by the storm.
Too often the attitude seems to be "there's just nothing we can do, it's too hard / too expensive to get it". Well, there is something, you can require the original owner to go remove the stuff. I feel bad for the original owners, but I look at it this way: If I have a car wreck and my old junker car is totaled and happens to be in your front yard at the time, I can't just abandon it there and say "sorry, I can't afford to move it". You don't own it because it broke down on your property. It is still my responsibility.
My curiosity about this area continues to increase as I read your stories; thanks for posting them!
