I don't know what our actual laws say. But the "summary" of those laws found here:

leads me to believe we probably don't have the same problem. They clearly talk about vessels including paddle-powered vessels, penalties for negligent operation of all boats, and more severe penalties if harm or death comes to others as a result of your operation.
If someone gets too close and is going too fast, try to get their registration numbers and description. If you paddle near dark or after dark, note the laws that apply about having a light, because if they can't see you in time it won't matter who was negligent.

That is good to know. I was amazed that any state would have that kind of legal void for paddlers.
