Yes it is open. Here is a link to the address and more location information:

The road to the wave is actually a driveway, followed by a dirt road just to the north of the Santa Fe Trestle Trail parking lot. The gate is open.

The Dallas wave is actually two waves. Water quality is poor. A view of the city is spectacular.

400 cfs- This level affords a nice front surf on the top wave, a glassy wave, and one small hole for cartwheels.
2200-2800 cfs-This range affords world class surfing, spinning, and all tricks you can do. It is awesome! Both waves are excellent in this range
3000-? The eddy whirlpools become very beefy, and watch out for trees, and other debris coming down river.

How often does it run at the world class level?

The Dallas Wave section of the Trinity River is fed by quite a number of reservoirs (9 or 11) and generally has a continuous base flow of about 380cfs. Following most rain events, the river rises bringing the waves up to that sweet 2200+ level. Usually the river slowly rises and that optimal range will hold for 4-12 hours, then the river will get too high, -- up to 20,000 cfs but then will drop back into optimal range as the water level drops out, again for several hours or a day.
It doesn't take a lot of rain to bring the level up.

When I was there in March, there was a sign saying that the rapids was too dangerous to paddle, has that been taken down?

Also the access road to the parking area was still close. I had to walk from the public transit parking lot down, a distance of about half mile. That walk was easier than In July when the temp were 100plus.

That warning sign is still there, and probably always will remain due to the fact that "whitewater" has been artificially introduced to that section of river, but the gate is now open and everyone is allowed to drive right to the parking lot next to the waves. There is also one no-trespassing sign and a construction site sign, but I was able to confirm that the Dallas Wave It is considered "open for bizness." The city maintains the waves--pulling trees out when they lodge there, and clearing mud and debris from the parking area and trails.
