Cutting out logs/trees

What guidelines or restrictions govern the removal of downed trees on the creeks that we float?

Not to re-invent the wheel, but try this for starters:

And last, use bio-degradable chain oil for obvious reasons.

The logs that I am aiming to take out are not imbedded in the creek bed but are instead at what you would call "chest height" when paddling. Does that effect anyone's analysis.

Yes, that is specifically mentioned as one of the factors that should be considered in the article Roger linked to.
