Want to buy a sit on top kayak. Plan to use it on lakes and rivers. Prefer cheap and simple.

Toro,

There are probably several out there right now, and folks wishing to sell them. However, one of the best times to find boats at the very best price is often around Christmas time from most any float business operator. From past experience, that's the time most of the outfitters on the few streams I float are wanting to pare down their fleets to get ready to buy new stock and plan for the next floating season. (The wolf is at the door, so to speak)
Seriously, many of these operators couldn't be any nicer, providing shuttle services, friendship, and support, etc. during the year to we private boaters, and I just wanted to mention them.

Check out Native Watercraft's Manta Ray, it's a very good boat. Wife has a MR 12 and loves it. Daughter has a MR 11 and she can stand up in it. My Heritage Redfish is more comfortable (to me) but having paddled both, the Manta Ray (in my opinion) is a better boat from a performance standpoint. And (to her and my daughter) the MR's are more comfortable than my Redfish.
