Odor on the Caddo

Floated from Norman today and stopped for lunch on a nice gravel bar but could not stay because of foul odor. There was some runoff coming down the hill on river right that smelled like raw sewage. As best as I can pinpoint from google the address is 422 Wind River, Norman. Also from google I see what looks like a holding pond on top of the hill. Anyone know anything about this and what can be done.
Otherwise the float was beautiful and the weather was great.
