You also want to make sure that there are no air dump or inflation valves that would be under your pfd or sprayskirt

Stohlquist may have a lot of issues but based on everything I've heard they take care of them. Of course kokatat is the best. You might try one of those two next time.

Unfortunately meth is a major problem everywhere, not just Oklahoma. A meth head will steal anything and it doesn't matter how it's secured. Google copper theft electrical substation to see how far they will go.

One of the little cutting wheels(round discs) is what you would want. Is the seat track welded too tight to slip some webbing underneath?

If you decide to cut slots I agree with Luke. A dremmel tool would be best. I have one I could loan you. If you are nervous about it I have no qualms with using a high speed cutting device in someone else's brand new boat
