The people who use Whoop access are private boaters and a great many are ACC members. The user fee is reasonable and in line with any other private access fees. The answer seems pretty simple to me. Don't be a butt, pay Byrds your money and use the access.

Me linda and Mongo will be there taking pictures at the put-in, Turner Bend and hopefully at Sac (if I can get there). I'm waiting for a hip replacement and may not be able to bush whack my way in and out.
